That happens on a lot of the non-inscribable weapons. The mods that appear are random on staffs and wands. I don't know if it's the same chance for any attribute to appear, or if it's a smaller chance for a different classes attribute to appear.

As garethporlest18 said, it happens to a lot of non-inscribible weapons. It's been like this since Prophecies, nothing new.
